    You will need to free the up the registry keys that are needed may I
    suggest that you find a tool called regmon from Microsoft to help you
    find the correct keys to free. Since your Domain users have the same
    access as users on the local machine you will find this to be a
    problem. We fix one machine that we are having the problem on and then
    extract the keys that are similar and import them into other machines
    that we have.
