Windows XP "write attributes" permission for Users

Does allowing Users "write attributes" permissions on \Windows and
subordinates create a vulnerability? Seems that explorer.exe is
requiring this permission when opening files like
C:\Windows\System32\shell32.dll on behalf of Users.
