   This was an issue I ran into when I set up a CS class to teach C# by
having students run Visual Studio 2003 from a terminal server.

   There's an excellent white paper from Microsoft Research that
explains what group memberships are necessary to use Visual Studio.
It's called "Visual Studio .NET User Groups: Use, Permissions, and
Security" by a guy named Jack Davis. This was a huge help for me.
