hi,

youre just going to have to do a truss -o output.truss.chroot -fea -vall
-wall -rall -fall /sbin/chroot /Apache/Jail /sbin/apache -f
/conf/httpd.conf

or whatever and trace whats going wrong down. there are planty more
papers out there on this too..dont be afraid to check out papers
on this on chrooting netscape enterprise and bind as well for clues and
hints. Also Carole Fennelys scripts in an old sunsolve issue are helpful
too.
