Have you looked for where the binaries are ? Are they in your PATH ?
If they arent on the system but there is a REPOSITORY (ie, you are
finding ,v suffixed files) then you could possibly reinstall RCS; there
are packages on sunfreeware. Habe you looked in pkginfo output for an
RCS package already installed ? Then look in /var/sadm/pkg for further
info.

I'm not sure RCS'ing a system is necessarily a silly thing. If this is
an important production system or a system that has multiple admins or
admins who are maybe not very experienced (although anyone can make a
mistake really) RCS'ing important config files is not a bad idea.
Persoanlly I would place them in a REPOSITORY under a single directory
rather than having ,v files littered all over the place though as per
PRCS or CVS (I think).
