That looks like a debian'ism to me, you might want to look at cron:
/etc/cron.daily/snort (I'm guessing on the name and location)
It probably gets started daily, and I'm guessing it doesn't kill the old
process correctly ????
Hope that this is at least a pointer in the right direction
(I'm guessing/assuming you downloaded the deb from debian, not from snort.org)
