Wait, scratch that.. I know how to get what you want.. Create yourself
a new ruletype for your particular event.. the event_queue system
will not cross ruletype boundaries. (eg, it won't throw both an
"alert" and a "log" rule at the same time (which bugs me, personally,
but will do what you want..)

So just create a ruletype "important" or something and when it fires,
it may well preempt the ability to fire any matching "alert" rules.....
maybe... haven't tried it.
