According to Microsoft the way to do this would be to add the tag
AUTOCOMPLETE="off" to the INPUT tag.

ie:
<INPUT TYPE="text" AUTOCOMPLETE="off" NAME="blaah">

Password fields behave a little differently than usual INPUT fields,
the first time a password field is encountered IE asks the user
wether he/she would like IE to remeber his/her password if the
user tells "no" then no autocompletion is used for password fields.
