I just got a note from ZA support:

Currently, ZoneAlarm will not detect local connections made to local
proxies on the computer it is installed.

As WebWasher uses local connections, I infer that it almost does not matter
how you set ZA to view WW, so maximum security, minimum rights is correct:
Allow connect internet (otherwise it cannot get to the things other tasks
are asking for).
