Both Microsoft's DHCP server & ISC's DHCP server support reserving
addresses based on MAC address.
For security it's pretty lame. Many NIC driver's for network cards
allow a software assigned MAC address (this may be one way getting
around calling the tech support for your cable modem if you change
your NIC card).
